Rwanda’s government says, as a stakeholder in the region, its involvement in the eastern DRC conflict is driven by security concerns and its own painful history. Rwanda shares close ties with communities in the Kivu region through language and culture. Support for M23 is seen as a defense against rebel groups linked to the 1994 genocide. Rwandans say the conflict isn’t about control or resources, but about self-preservation.
