The European Commission recently unveiled its White Paper for European Defence, outlining the framework for the ReArm Europe Plan, which aims to mobilize 800 billion euros ($856 billion) to strengthen defense autonomy by 2030. With its "Buy European" procurement rules and focus on reducing dependence on external suppliers, the plan marks a historic shift toward strategic sovereignty. However, it raises critical questions about Franco-German divisions, NATO cohesion and Europe’s ability to address Ukraine’s urgent needs. Amid U.S.-Russia ceasefire talks and stalled U.S. aid to Kyiv, how might these initiatives redefine Europe’s role as a security actor? What will be the immediate and long-term impacts on the situation in Ukraine? And can Europe build its own security framework without the participation of other nations?
