US President Donald Trump gave his first address to Congress on Tuesday (Mar 4) since he returned to the White House. He said he is “working tirelessly” to end the Russia-Ukraine war, adding that he received a letter from Ukraine leader Volodymyr Zelenskyy that Kyiv is ready to sign a highly-anticipated minerals deal with the US. But it remains unclear what security guarantees the US is willing to give, says Markus Wagner, professor of law at the University of Wollongong, Australia.
