China’s No. 1 central document for 2025 was officially released on February 23, prioritizing issues related to agriculture, rural development and farmers – the "three rural issues." It is the 13th consecutive No. 1 central document to focus on rural affairs since the 18th National Congress of the Communist Party of China and extends the document’s 22-year tradition of highlighting these issues since 2004.
